I hear you and my take on this is that some companies still didn't get what Design really means and how it can benefit them.
On the other hand, professionals from many walks of life started to call themselves as "Whatever Designer" (Whatever includes: Product, Service, UX, UI, UX/UI, Business, etc), just after they completed a boot camp in Design Thinking and have zero experience in the field.
So, as you mentioned, companies get confused and in the end, concludes that Whatever Designer is responsible for just drawing circles, boxes and doing face lifting on the UI.
I think that what lacks in the industry is education that is more focused on teaching people what real Design means. We see a ton of people and institutions selling courses, but they are just focusing on the pockets which is sad.
